Solution:

Delete existing Listener using 'netca' command and re-create the Listener.

Then follow below steps:-

SQL> show parameter local_listener

NAME                                 TYPE        VALUE
------------------------------------ ----------- ------------------------------
local_listener                       string

SQL> alter system set local_listener='(ADDRESS = (PROTOCOL=TCP)(HOST=DAVID-VAIO)(PORT=1521))';

System altered.

SQL> alter system register;
System altered.

Restart the Listener.

Then check the status the Listener is Registered or not ?

SQL> show parameter local_listener

NAME                                 TYPE        VALUE
------------------------------------ ----------- ------------------------------
local_listener                       string      (ADDRESS = (PROTOCOL = TCP)(HO
                                                                 ST = DAVID-VAIO)(PORT = 1521))

Issue is fixed.
